Thai Regulators Check Crypto Firms on Gambling Wallets

BANGKOK — Thailand’s Securities and Exchange Commission (SEC) and its Anti-Money Laundering Office (AMLO) are checking whether licensed digital-asset businesses complied with the rules after social-media posts alleged that crypto had moved between wallets linked to an online gambling website and wallets belonging to Thai digital-asset operators. In news release 221/2569, published on 15 October 2026, the two agencies said they were coordinating to establish the facts and stood ready to support law enforcement. The release names neither the website nor any operator.

What the regulators are checking

The SEC says the review covers obligations under the digital-asset business law and the anti-money-laundering law: know-your-customer (KYC) and customer due diligence (CDD) rules, required reviews of customer information, suspicious transaction reports (STRs) to AMLO, and risk-management systems. SEC Secretary-General Pornanong Budsaratragoon said any operator found in breach would face strict legal action. She added that the SEC and AMLO are drafting Travel Rule requirements that, once in force, will require operators to screen wallet addresses with transaction-analysis tools and monitor wallets linked to illegal websites. AMLO Secretary-General Thepsu Bowornchotdara said operators that suspect a transaction may be linked to money laundering must report it to AMLO.

SHFL, RLB and FUN on an SEC list

On 19 October the SEC answered a second question raised in the Thai press: why the casino tokens SHFL, RLB and FUN appear on its list of digital assets used to calculate operators’ net capital. Deputy Secretary-General Jomkwan Kongsakul said the list covers coins an operator holds for its own account, is built from CoinMarketCap data under a fixed manual and is reviewed every six months, and is not a list of coins approved for trading with customers, Prachachat reported. She said no licensed Thai operator currently offers or holds the three tokens; one operator had held and offered FUN in the past but has stopped. Before any coin can be offered to customers, an operator needs an SEC Asset ID, and the SEC says it is tightening that step so operators must certify that a coin is not potentially unlawful. It has also asked the operators linked to the Shuffle.com issue to submit information and explain. SHFL is the token of Shuffle and RLB the token of Rollbit.

The investigation around Shuffle.com

The regulators’ review runs alongside a criminal inquiry by the Department of Special Investigation (DSI) into Shuffle.com, which Thailand blocked around 9 October. The DSI opened inquiry 148/2569 on 8 October, a four-agency working group that includes AMLO meets again on 26 October, and the DSI has not yet decided whether to take it as a special case. We cover those steps in our report on the DSI inquiry. The MP whose husband held a small stake in the business behind the site has denied all allegations, and no charges have been reported. Figures on alleged on-chain flows circulating on social media have not been confirmed by any authority, and we do not repeat them.

Why it matters for GambleFi

Crypto casinos depend on players moving funds from exchanges, and regulated exchanges are where national rules can reach those flows. The planned Travel Rule would make Thai operators screen the wallet addresses their customers deal with, and the stricter Asset ID step makes listing a casino token in Thailand harder. The Shuffle risks page lists the Thai block alongside the brand’s other regulator actions, and our FAQ explains how casino tokens work. This is a report on an ongoing inquiry, not legal advice; the people named have not been charged.
